Aim

The research aims to develop the Quadruple Helix Concept (QHC)-based next generation PPP (Public Private Partnership) model -S4P for ensuring more effective public services or infrastructure using not only public- or business resources, but also societal (people) and science resources. This model shall improve on existing “public private partnership” (3P) approaches and provide proactive actions of involving people to ensure a more efficient and sustainable flow of resources for all involved stakeholders.

Description

Circular economy is an emerging topic with some practices being applied to collaboration models, like the introduction of deposit systems and resource sharing where people are equal peers to business and governance. But there is a lack of tools to adopt economically and legally feasible 4P frameworks. This requires new paradigms of governance, circular business model innovations (CBMI) and refining the perception of society's role in value creation, proposition and capturing. This project will close this gap by bringing together legal, economic and business management aspects of 3P, CBMI and societal involvement approaches to enable know-how in QHC based collaboration models for transition to the sustainable development.

Līga Avena and Dzintra Atstāja had meeting with Ambassador Maj.Gen. Matan Vilnai (the President on the China International University in Israel), Prof. Gadi Ravid (V.P.Academic Affairs on the China International University in Israel) and Netanel Vaknin (V.P.Operations & GM on the China International University in Israel) to discuss a possible partnership in a joint application for Horizon 2020 call “HORIZON-CL3-2022-DRS-01-01: Enhanced citizen preparedness in the event of a disaster or crisis-related emergency”.

Planned activities within the project “Quadruple Helix Concept (QHC) as base of the next generation PPP model” (lzp-2020/1-0062) includes developing a multifunctional, innovative, interdisciplinary training centre for physical and psycho-emotional training in non-standard / emergency conditions for staff ensuring homeland security and civil defence, students of mentioned fields, etc., as well as public education for emergency response. During the meeting, the parties came to the conclusion that there are not only a lot of options for collaboration between Latvia and Israel, including significant experience exchange, but a perspective cooperation in the field of education between the China International University in Israel and RSU.

Līga Avena and Dzintra Atstāja had meeting with Prof. Nomi Dickman (Head of Unit, Evaluation and Advancement of Education BarIlan university, Israel) to discuss and get insight into new educational methods that are already being practiced in Israel and which could be adapted to the new study programme that is planned to be developed within piloting the project “Quadruple Helix Concept (QHC) as base of the next generation PPP model” (lzp-2020/1-0062) results. The idea of the pilot project includes developing a multifunctional, innovative, interdisciplinary training centre for physical and psycho-emotional training in non-standard / emergency conditions for staff ensuring homeland security and civil defence, students of mentioned fields, etc., as well as public education for emergency response.

Līga Avena and Dzintra Atstāja had a meeting with Dr. Baha Zoabi (Rector of Al-Qasemi Academic College, Israel) and Avi Shalev Elkasami to discuss a possible partnership in a joint application for the Horizon 2020 call “HORIZON-CL3-2022-DRS-01-01: Enhanced citizen preparedness in the event of a disaster or crisis-related emergency”. Planned activities within the project “Quadruple Helix Concept (QHC) as base of the next generation PPP model” (lzp-2020/1-0062) includes developing a multifunctional, innovative, interdisciplinary training centre for physical and psycho-emotional training in non-standard / emergency conditions for staff ensuring homeland security and civil defence, students of mentioned fields, etc., as well as public education for emergency response.

Actualities in civil defence and homeland security in Israel were also discussed, which could be adaptable while realising the pilot project. The parties also agreed on the next meeting to visit the Israeli centre for well-being and strength “Ramlle home front command”.
