Study course description
Preliminary Knowledge:
Knowledge about the state administration structure, decision-making process, latest political events, the Latvian legislation process.
Objective:
To develop understanding of the concept, process and use of lobbying. The course provides both theoretical knowledge about the lobbying process in foreign countries and its implementation in Latvia and a practical insight into the development of lobbying strategies. Within the course students are offered theoretical knowledge about the phenomenon of lobbying and different institutions representing interests. The course combines theoretical knowledge about types of political and civil, economic and “illegal” lobbying of different countries. The course provides the possibility to learn lobbying tools, develop strategic planning and management skills in practical tasks.

Assessment Criteria:
The final grade (in a 10-point grading system) is formed by the assessment (in accordance with the share indicated in the final mark) for 3 (three) seminar works and an examination work. If the examination assessment is unsatisfactory, it means that the course has not been passed. Seminar works: a) result of the group work developing proposals for a lobbying strategy for the specific situation – 15% • Group work and presentations of results during class 5 – seminar • Topics offered by the university lecturer/lobbying tasks • Content in accordance with the principles of development of lobbying strategies, elements of a lobbying strategy (see materials of lectures 3 – 4) • If it is impossible to participate in the seminar, individual work should be submitted to the university lecturer electronically (by sending to the university lecturer’s e-mail) as a presentation (MS PowerPoint or other). Deadline – next day after the last class (Sunday until 23:59). The topic should be coordinated with the university lecturer b) Case study presentation on ethical aspects of lobbying in Latvia – 30% • The time allocated to presentation of the group work (no more than 3 students in each group) ~ 10 minutes during class 8 – seminar, including questions and discussion. The presentation should include: • Group’s understanding of what is ethical and unethical lobbying • Case study – an example of unethical lobbying identified in Latvia within the last 3 years (topic of lobbying, parties involved, methods used, why the lobbying was unethical, etc.) • Conclusions and recommendations to ensure ethical lobbying to lobbyists in Latvia •The case study presentation should also be submitted electronically (by sending to the university lecturer’s e-mail) on the next day after the last class (Sunday until 23:59). It is possible to improve presented works • An individual work may be prepared upon a previous agreement with the university lecturer c) Development of proposals for introduction of internationally recognised lobbying principles in Latvia – 15% • Discussion during class 10 – seminar • Group work to develop 5 specific proposals (in accordance with different lobbying aspects) • If it is impossible to participate in the seminar, individual work should be submitted to the university lecturer electronically (by sending to the university lecturer’s e-mail) on the day of the seminar d) Examination work: Individual lobbying strategies – 40% • Topic selected by the student • Content that must be included – in accordance with the principles of development of lobbying strategies, elements of a lobbying strategy (see materials of lectures 3 – 4) • Minimum scope – 15 A4 pages. Work preparation pursuant to RSU requirements, including text font size 12 points, Times New Roman, line spacing 1.5. Smaller characters may be used in tables, figures, diagrams, etc. • Within 2 weeks of the end of the course (Sunday until 23:59) it should be submitted in a written form (by sending to the university lecturer’s e-mail) If the deadline for submission of works is not observed, the mark will be lowered by 1 point for each work (4 works in total)
