Study course description
Preliminary Knowledge:
Preliminary knowledge in foundations of national law is necessary.
Objective:
Promote the development of a theoretical knowledge pool on matters related to: 1. the field of administrative law; 2. the competence of officials (duties, rights, responsibility); 3. administrative proceedings in state and local government authorities; 4. stages of examination of administrative proceedings; 5. procedures for contesting and appealing a decision. Through independent tasks, to improve the ability to apply theoretical knowledge in the process of performing practical tasks.

Assessment
Unaided Work:
At the beginning of each lecture, control questions on the subject of the previous lecture are given. It is desirable to review the required readings on the subject before the lecture. Home assignments with specific tasks; • to develop and prepare a summary (the content must include: problem, causation of the problem, problem resolution) or draft procedural documents according to the task; • to prepare a presentation for each seminar (according to the planning of lectures), to be prepared to present (to reflect with presentation slides theoretical insights and their reflection in practice). The ability to voice own opinion in a way that is clear to others is also assessed separately. In order to evaluate the quality of the study course as a whole, the student must fill out the study course evaluation questionnaire on the Student Portal.
Assessment Criteria:
1. Attendance of seminars and lectures – mandatory, 20% (the lecturer assesses student’s participation and activity in lectures and seminars). 2. Independent work (report) and presentation – mandatory, 30% (the lecturer assesses student’s abilities to discuss latest trends in the field of economic security). 3. Development of summaries – mandatory, 20% (the lecturer assesses the student’s ability to obtain, select and analyse information related to the legal regulation in the field of economic security). 4. Examination – mandatory, 30% (the student assesses student’s knowledge, ability to profoundly understand the nature of violations of administrative responsibility).

Learning Outcomes
Knowledge:The student will be able to select sources of administrative law and understand the nature of their application. Able to distinguish violations of administrative responsibility from other violations in the field of economic security.
Skills:Skills to analyse constituent elements of administrative responsibility in the field of economic security. Communication skills – to discuss problems of administrative responsibility. To build argumentation in legal proceedings and ability to listen to opinions. Directions for further learning skills – to structure own learning process continuously; to analyse own level of knowledge and improve it rationally; to select and evaluate sources of literature. To state and formulate problems, to find causalities and to offer constructive solutions to problems. Evaluate the organization's performance and results achieved. Address the challenges of specialized research and innovation.
Competencies:Ability to perform specific tasks related to administrative responsibility proceedings, ability to use knowledge and skills in professional and personal development. Application of legal regulations not just “mechanically”, but according to public interests and priorities, thus synthesising skills of working with the regulatory framework and understanding of the law in general. To offer not only formal solutions to problems of administrative responsibility in economic security, but to find such solutions, which would serve wishes and priorities of society (local community), as well as would improve public governance as a whole.
