Objective:
To give social work students the idea of the concept of state, sovereignty, the foundations of the law of the Republic of Latvia and the European Union and the principles of the functioning of a state. To build understanding of the interaction between state and law, the role of law in society, the importance and place of law in today’s democratic state. Students will learn the skills to find their way in the structure of regulatory enactments, differences in legal areas (constitutional, civil, administrative, criminal law) and the ability to find laws relevant to the specific situation using regulatory framework. Students will be given insight into the necessary action of persons to defend their interests in typical legal situations. Students will acquire preliminary knowledge for the mastering of study subjects that cover the legal procedures used in social work.

Assessment
Unaided Work:
Students independently learn how to search for regulatory enactments on the internet, perform practical works – in small groups: a) independent work – on the general principles of law, their strengthening in the constitution; b) preparation for a discussion on topical national and legal issues; c) individual practical work – work involving analysis of a judgment of the Constitutional Court – distinguishing historical stages of state formation, identification of the constitutive elements of the state; d) individual practical work – task of the hierarchy of regulatory enactments; e) individual practical work – drafting of documents in conformity with the requirements of regulatory enactments in accordance with the given case – application to an institution, preparation of an administrative act.
Assessment Criteria:
Participation in lectures and classes – at least 50%. Assessment of individual works – all independent works should be submitted, form 60% of the assessment criteria. Active participation in lectures and completion of the study course evaluation questionnaire 40%. Requirements: the student successfully passes an examination.

Learning Outcomes
Knowledge:Students acquire knowledge of the basic principles of functioning of the legal system, state and local governments; the necessary action to ensure the rights and interests of a person. Taking into account that social workers are an integral part of public administration, the knowledge acquired will make it possible to understand the functioning of public administration in a democratic state and the application of laws in practice, as well as to gain understanding of the administrative procedure as means of ensuring the fundamental rights of individuals in relations with the state
Skills:Students will learn skills to use public databases of regulatory enactments, find the necessary laws; prepare applications for public authorities and the court.
Competencies:Students will be competent in the system of regulatory enactments and the structure of institutions of Latvia and the European Union according to their competence.
