About Study Course
Objective
To introduce students to: the development of criminal punishment policy in Latvia and the world, types of criminal punishments and the common and different competences, goals, tasks and common role of the criminal punishment enforcement institutions in ensuring the internal security of the country; to promote students' interest in the execution of sentences and penitentiary law, their implementation in practice, as well as the joint cooperation of the institutions for the execution of criminal sentences during the execution of criminal sentences and detention as a security measure; to develop and strengthen the individual knowledge and skills of each student about the procedure for the execution of various criminal sentences, about the rights and obligations of convicted and detained persons, the established restrictions and prohibitions, the progressive system of punishment execution, the guarding and escorting of arrested and convicted persons, the scope of the prescribed rights, domestic conditions, health care and dynamic security aspects; promote the development of analytical skills, orienting oneself in the regulatory acts regulating the execution of various criminal sentences. Task: to develop and strengthen the individual knowledge and skills of each student in the regulatory framework of the execution of criminal sentences and its application in practice.
Prerequisites
Basic skills in human rights, criminal law, criminal procedure law, police law are required.
Learning outcomes
By completing the study course, the student will gain knowledge about the principles of the penitentiary system, the basics of the practical application of criminal punishments, institutions for the execution of criminal sentences, the legal status of prisoners, the progressive system of imprisonment, the classification of convicted persons, determining the regime of execution of sentences, the basic principles of the operation of institutions for the execution of criminal sentences, international laws binding on LR legislation on the treatment of prisoners. The student will be able to use the acquired theoretical knowledge and skills when escorting and guarding prisoners, supervising prisoners in temporary detention isolators, as well as when visiting prisons in matters related to the performance of official duties, executing criminal sentences and participating in relevant events related to the execution of criminal sentences.
After completing the course, the student will be able to navigate Latvian and international regulatory acts on the execution of criminal sentences and the execution system as a whole.
Will be able to notice the shortcomings of the Latvian penitentiary system in terms of the normative base and the application of law, will be able to theoretically justify and argue the need for improvements, offering specific solutions to eliminate the existing shortcomings.
